Not all customers are in need of ATM cards. Yet, your bank will charge you the corresponding fee as soon as the card expires whether you request a new one or not.
It's obviously cheating if after the expiration of your ATM card, you didn't ask for renewal but your bank keeps billing you for the renewal even for a card you never collected or used.
One of the concerned customers of the First Bank of Nigeria had expressed her concern about this naked injustice.
In her message, Aunty Igbo said,
Dear@FirstBankngr @FBN_help, what do we call debiting me for card issuance without my approval if not thievery? Apart from the fact that I didn't request the card, what happens to the virtual card I paid for? Now that you issued me the card, how do I collect it since I'm not in the country? As a matter of fact, that card if at all you issued anything is useless to me because I'm not available to take it.

First Bank was quick to reply in words we're all familiar with.
Hello @Uniquelilyamy, please be informed that the debit is for those whose ATM card has expired. However, if you do not want to renew your ATM card, kindly provide your account number to enable us to assist as appropriate. #YouFirst
Of course, it's obvious that what the bank will do, if contacted, as instructed, is to block the account from being debited henceforth for the renewal fee until the customer intends to be debited again which may require a new contact or a visit to a branch to fill the consent form.
In your case, if you must stop your bank from debiting you for the ATM card renewal, which will also stop you from being issued one or being able to use one, you should walk into any of your bank's branches to fill out the consent form or you can send a direct message to them to assist without a visit.
