There are jobs, admissions, and scholarships that will be specific about age requirements. For example, some schools of Nursing may state the age requirement to be 16 to 35. Some recruitments may state 18 to 26 e.g. Nigerian Army. Some scholarships may state not above 30.

So, when you fall below or above the required age, and you still want such a job, admission, or scholarship, do you just go ahead - applying notwithstanding?

Is there anything bad in applying for a vacancy when you are below or above the age stated? If not, can you just apply even though?

When You're Above the Maximum Age Required

When you are limited to a specific age range for a job, admission, or scholarship, it's usually to reduce the number of applicants who will want to consider the offers. That's experience!

Distant Age May Not Work In Either Case

A truly distant difference in your age and the min and max age required may not work. As you must have imagined, a candidate who was a full year or more below or above the age required might not be very lucky if he or she tried. 

When a school of nursing, for example, requires the age of 16 for its aspirants, it's first to comply with the JAMB's directive and the legal age required of a nurse by the Nursing and Midwifery Council of Nigeria (NMCN). Similarly, when the Nigerian Police or any other law enforcement requires a minimum age, it's usually to abide by the statute establishing such bodies. Hence, it should be complied with.

However, where an organization is a private one (a company, or firm), you can still try your luck if you are within the age bracket required even though a few months less or more. For public establishments, the same may be applicable especially if the application, interview, and screening period is considerably long (which is common here). So, when the time to test, interview, or screen applicants will be due, you might already be of age.

As you must have seen, in the minimum and maximum age instances, being within a reasonable month's difference is the deal. 3 to 6 months to the minimum or above the maximum age should be considered.
